What is Climate Change?
According to IPCC "A change in the state of the climate that can be identified (e.g. using statistical tests) by changes in the mean and/or the variability of its properties, and that persists for an extended period, typically decades or longer". Climate change affects the hydrological system with changes in surface temperature, precipitation pattern, and evaporation rate. These changes will affect the hydrological process, availability of water resources, and water use for agriculture, population, mining industry, aquatic life, and hydropower.
Afghanistan has been identified as one of the most vulnerable countries in the world to the impacts of climate change. At present, the country is experiencing an increase in the number and intensity of droughts, as well as more frequent flooding events.

- To be the Center of choice for innovative climate change and adaptation research and training
- To establish ROD DCCND as a state of the art premier center for training, education and research related to disaster management within Afghanistan.

Mission:
- To identify and address the changes resulting from climate change.
- To provide Disaster related training to all the stakeholders.
- To ensure climate change and its impacts are understood, accepted and acted upon across the breadth of society in a manner that creates a truly sustainable future.
- To prevent hazards from becoming disaster, and disaster from becoming crises.
- To build national Disaster Risk Management and Climate Change Adaptation capabilities with our researches and coordinate response and recovery operations in order to protect the people, environment and economy and ensure a disaster resilient nation.
- To assess the training needs of the different Government Departments, Offices, Boards, Corporations, Local Bodies and Non Government Organizations and others who may consent to be associated with it.
- To undertake activities for Human Resource Development, public education and community awareness, safety etc. in disaster education and management.
- To undertake quality research projects on Disaster Management and Mitigation covering both Natural and human induced Disasters.
- To facilitate partnerships with willing eminent national & international organizations, universities, institutions, bodies & individuals specialized in Disaster Management.
- To serve as a center of excellence on Disaster Mitigation and Management.
